The successful legislation with widespread bipartisan support resulted from an outpouring of public complaints that USFWS officials had illegally closed much of Lake Havasu with little or no public input. Similar to how Payette National Forest Management closed Sugar Creek Road to Cinnabar, through backroom closed door meetings to which much of the public was not invited.
